Does the Driving School You Choose Affect Your BDE Insurance Discount?
Short answer: Every government-approved school has to meet the same 40-hour BDE standard, and completion goes on your MTO record the same way. Ontario's sample Driver's Licence History shows BDE completion without naming a school. The discount itself is set by your insurance company, not by the school, and Ontario says it isn't guaranteed. Ask your insurer what proof it needs, then compare the actual yearly price from a few companies.
Parents often ask us some version of the same question: "Someone told me the insurance discount only counts if my teen takes BDE with a big-name school. Is that true?"
It's a fair thing to ask. Insurance for a new driver in Ontario costs a lot, and nobody wants to pay for a course and then hear it "didn't count." So here's what Ontario actually says, what your driving record shows, and how to check it yourself before you pay any school, including us.
Where the idea comes from
Driving school ads talk about insurance a lot, and that makes sense. Possible savings are one of the main reasons families sign up for Beginner Driver Education (BDE). The confusion starts when "BDE may help with your insurance" turns into "BDE only helps if you take it with us."
You'll hear it in different ways. One school's certificate is "trusted more." A course from a smaller school "doesn't really count." It sounds believable because most people have never seen what the government record looks like, or who actually decides the discount.
What you might hear
"Only our BDE certificate gets you the full discount."
What Ontario says
Every approved course meets the same standard, the school certifies you online, and any discount is up to your insurer. It isn't guaranteed.
What a full BDE course includes
Ontario sets one standard for every approved school. A government-approved BDE course must include 40 hours of instruction, finished within one year:
| Part of the course | Minimum hours | What it can be |
|---|---|---|
| Classroom | 20 hours | In person or digital |
| In-car | 10 hours | With a licensed instructor |
| Flexible time | 10 hours | Classroom, digital, in-car, simulator or take-home work |
At RightSite, the classroom and flexible hours are done online at your own pace, and all 10 in-car hours are one-on-one. When a student finishes the full course, the school certifies them online and MTO updates their record. Every licensed school, big or small, uses that same process. There's no "better" certificate that only some schools can hand out.
What your driving record shows
To prove you finished BDE, Ontario tells you to order your Driver's Licence History. Ontario's BDE page lists a $12 fee. On MTO's ordering site, a certified copy mailed to you is currently listed at $18. Fees change, so check before you order.
MTO describes this record as including your BDE course completion information. Ontario's sample certified history shows BDE completion and dates without naming a school. That sample is older, and layouts can change, so the safest step is simple: ask your insurer exactly what proof it wants before you buy a policy.
Tip: Order your Driver's Licence History a couple of weeks before you need it. The mailed version can take up to 15 business days to arrive, and you don't want to be waiting on it when you're trying to add a new driver to a policy.
Who actually sets the discount
This is the most important point in the whole article. The discount isn't set by the driving school, and it isn't set by MTO. It's set by your insurance company.
Ontario says this plainly on its approved driving schools page: your insurer may offer a discount after BDE, it isn't part of the BDE program, and finishing a course doesn't guarantee one. Each company has its own rules. The amount varies, and your age, licence class, car and postal code all affect the final price.
So if anyone, a driving school included, promises you an exact percentage before an insurer has seen your file, they're guessing.
About "special" insurance programs
Now and then you'll hear about a school that has a deal with one particular insurance broker for its own graduates. If you hear about one, ask that broker directly what it covers.
Keep in mind what a deal like that is. It's an arrangement with one broker. It isn't a different MTO certificate, and it doesn't change how other insurers treat graduates of other approved schools.
What matters in the end is the yearly price you pay. A bigger discount off a higher starting price can still cost more. Here's a simple way to picture it:
| Starting price | Discount | You pay | |
|---|---|---|---|
| Quote A | $5,000 | 20% | $4,000 |
| Quote B | $4,200 | 10% | $3,780 |
These numbers are made up to show the math. They aren't real quotes.
Quote A has the bigger discount. Quote B is still cheaper. Take your Driver's Licence History to two or three insurers or brokers and compare the actual yearly premium, not just the discount percentage.
Questions to ask your insurer
Keep this list handy when you call:
- Do you give a discount for finishing an MTO-approved BDE course?
- Does it matter which approved school I took it with?
- Is the Driver's Licence History enough proof, or do you need anything else?
- Does the discount change when I move from G2 to G, or after a few years?
- What's my total yearly premium with the discount and without it?
Write the answers down. The numbers can be quite different from one company to the next, and having them on paper makes the comparison easy.
What really matters when you choose a BDE school
If the brand doesn't change the BDE standard, what should you look at?
1. Make sure the school is approved
Ontario keeps a list of approved schools, and a list of schools that have lost their approval, on the same government page. It takes a minute to check. We've also written about how to spot an unlicensed driving school.
2. Make sure every hour really happens
Ontario warns that getting BDE certification without finishing the required hours can lead to a licence suspension, charges under the Highway Traffic Act, and removal of the BDE certification from your record, along with any benefits you got from it. That could include an insurance discount. A 2024 CBC Marketplace investigation found some instructors willing to cut those corners. A shortcut like that isn't a deal. It puts a new driver on Highway 26 without the training the course is meant to give.
3. Then look at the everyday stuff
Is the instructor patient and clear? Can you get lesson times that fit school or work? Do they pick up in your area? Is the price clear, with HST shown? Those things shape how much your teen actually learns, and they're easy to ask about on the phone.
We serve Wasaga Beach, Collingwood, Stayner and nearby communities. Our BDE course is $649 + HST, and you can start for $150 and pay the rest while you learn. We won't promise a pass or an exact insurance discount, because no school honestly can.
Quick answers
Will my insurance company know which driving school I went to?
+
Ontario's sample Driver's Licence History shows BDE completion and dates without naming a school. Layouts can change, so ask your insurer exactly what proof it needs.
Is BDE from a local school worth less than BDE from a big brand?
+
Every government-approved school has to meet the same 40-hour standard, and completion is reported to MTO the same way. The differences are in the teaching, the scheduling and how you're treated.
Does finishing BDE guarantee an insurance discount?
+
No. Ontario says insurers may offer a discount after BDE, but it isn't part of the BDE program and finishing a course doesn't guarantee one. Each insurer sets its own rules.
How do I get proof I finished BDE?
+
Order your Driver's Licence History from MTO. Ontario's BDE page lists a $12 fee, and MTO's ordering site lists $18 for a certified copy mailed to you. Check the current fee when you order.
Before you pay for BDE anywhere
Make two phone calls first. One to your insurance company, to ask how it treats BDE and what proof it needs. One to the school, to ask how lessons are booked, where they pick up, and what the full price is with HST.
If you're in Wasaga Beach, Collingwood, Stayner or close by and want to talk it through, call or WhatsApp us at 416-402-4492. We'll give you a straight answer, even if that answer is "check with your insurer first."
